Lugina e Preshevës është një teritor i banuar thuajse tërësisht nga shqiptarë. Nga ana administrative ky territor përbëhet nga 3 komuna: Preshevë, Medvegjë dhe Bujanovc.
Këto vendbanime të populluara nga shqiptarë janë shumë të diskriminuara, dhe madje shteti serb ndër vite që nga koha e luftës në Kosovë ka intensifikuar politikat shpopulluese ndaj Luginës. Popullsia shqiptare në këto treva zvogëlohet nga viti në vit, kjo sepse të rinjtë largohen nga vendi i tyre ngaqë nuk iu ofrohet asnjë mundësi punësimi.
Në kohën e pasluftës duke qenë se shqiptarët ishin khtyer thuajse në fokus nga faktori ndërkombëtar, edhe vetë Serbia e gjendur e imponuar nga kërkesat e fuqive të mëdha, dukej se të paktën në mënyrë zyrtare do të pranonte afirmimin e nënshkrimin e disa marrëveshjeve për të zbatuar kështu të drejtat e shqiptarëve.
Në fillim u pranua e drejta e shqiptarëve për të folur shqip, pastaj e drejta për të mbajtur flamurin. Por vetëm pasi kaluan pak kohë shteti serb bëri kthesë 360 gradë me kërkesat që kishte pranuar në fillim.
Tashmë Serbia nuk do tu njihte më shqiptarëve të drejtën e përdorimit të gjuhës shqipe, as të drejtën e përdorimit të simboleve kombëtare, as diplomat që merrnin në Kosovë e Shqipëri dhe asgjë tjetër.
Tashmë për Serbinë, Lugina e Preshevës, ishte një territor që duhej zbrazur e shpopulluar modeomos nga shqiptarët që banonin aty. Skenarët dhe mënyrat ishin të ndryshme.
Kështu për tua bërë të pamundur jetesën shqiptarëve Serbia ka përdorur si fillim dhunën e aparatit shtetëror. Për të gjitha aktet kriminale që ndodhnin jo vetëm në zonë ku banonin shqiptarë, por edhe shumë më larg policia serbe arrestonte shqiptarë dhe i dhunonte.
Një tjetër mënyrë është lënia tërësisht në harresë e Luginës duke mos investuar thuajse asgjë, dhe duke e lënë zonën të shkretë e pa infrastrukturë. Përveç kësaj si mënyrë për shpopullimin e zonës nga shqiptarët është përdorur edhe “pasivizimi i adresave”
Skenar ky që ka bërë që me qindra e mijëra shqiptarë të mos kenë mundësi të votojnë e as të përfitojnë disa të drejta të tjera ligjore e administrative, pasi organet vendore atje u kanë fshirë adresat shqiptarëve.
Shteti serb ka larguar nga 3 komunat shqiptare në Luginë thuajse të gjitha insitucionet vendore, duke ua bërë të pamundur marrjen e shërbimeve. Pra ka hequr nga komunat shqiptare gjykatat, spitalet rajonale e shumë insitucione të tjera.
Një tjetër skemë e përdorur nga politika serbe për ti detyruar shqiptarët që të braktisin vendin e tyre është edhe mosnjohja apo ajo që quhet mos-ekuivalentimi i diplomave. Edhe pse Shqipëria ka tentuar disa herë që të bëjë marrëveshje me Serbinë për njohjen e dyanshme të diplomave, sërish shteti serb nuk e ka bërë një gjë të tillë.
Kjo ka bërë që shumë të rinj të largohen nga vendi në pamundësi për të gjetur një punë me arsimin që kanë kryer, ose ata pak që kanë qëndruar bëjnë punë të rëndomta.
Të gjitha këto mënyra por edhe shumë të tjera duhet thënë që ndiqen rregullisht nga shteti serb, po sjellin dita ditës shpopullimin e trojeve të Luginës dhe de-faktorizimin tërësor të shqiptarëve atje.
E si të mos mjaftonin këto i shtohet këtu edhe indiferenca e shteteve amë, pra Kosovës dhe Shqipërisë të cilat nuk po ndikojnë që shqiptarët atje të kenë të drejta dhe të jetojnë si njerëz të barabartë.
