Pavarësisht nëse personat që OFL u ka dërguar formularët janë me precedentë penalë, qytetarët nuk pajtohen ndoshta me mënyrën e funksionimit, ose të mënyrës së të vepruarit për marrjen e pasurisë së tyre.
