Socialistët e Shkodrës nuk pranojnë më situatën e krijuar prej muajsh brënda radhëve të selisë rozë, ku që prej Shtatorit nuk ka një Kryetar. të kesaj force politike në Shkodër.
Nisur nga kjo situatë e krijuar,Asambleja e Partisë Socialiste të Shkodrës, në një shkresë zyrtare i është drejtuar Kryesisë së PS, Kryetarit Edi Rama , Sekretarit të Përgjithshëm të PS Taulant Balla ku kërkojnë caktimin e deputetit Luan Harusha, si Kryetar të PS deri në zgjedhjet e ardhshme.
Propozimi për një emër të tillë në krye të PS Shkodër është firmosur nga 27 anëtarë të Këshillit të Bashkisë Shkodër të Grupit të PS, dhe 120 anetare te Asamblesë të Partisë Socialistë në Bashkinë Shkodër.
Ato e kanë bazuar këtë emër, në angazhimin e tij në fushatat zgjedhore të PS dhe rezulltet pozitive ne Bashkine Shkoder.
Në shkresën e siguruar brënda radhëve të Asamblesë së Partisë Socialiste të Shkodrës, thuhet qartë se: në respekt të pikës ë të Nenit 30 të Statutit të Partisë Socialiste , në emër të përfaqësimit tonë brënda Asamblesë së Zgjeruar Socialiste të Bashkisë Shkodër, propozojmë: Caktimin e deputetit Luan Harusha, si Kryetar të Partisë në Bashki deri në përfundimin e zgjedhjeve të ardhshme elektorale”
PS e Shkodrës, është pa një kryetar, ndërkohe që tashmë kërkesa e socialistëve të Shkodrës pret një përgjigje konkrete nga lidershipi i PS për propozimin e ardhur nga baza të cilët kërkojnë Luan Harushen si drejtues të PS Shkodër
