Dosja.al sjell të plotë draftin e paketës Anti-KÇK që u prezantua sot nga kryeministri Edi Rama. Kjo paketë ka në fokus goditjen e krimit të organizuar, zyrtarëve të korruptuar, dhe më kryesorja është gjurmimi i pasurisë së tyre, dhe faktimi i saj. Ky projektligj, ka tagër mbi individë që janë të dyshuar si të përfshirë në ngjarje kriminale si dhe ka dyshime se standarti i tyre i jetës nuk justifikohet nga të ardhurat.

Ligji special për KÇK, krijon një njësi të re hetimi në Policinë e Shtetit, e cila varet nga drejtori i Përgjithshëm, Ardi Veliu, dhe ka dy nëndrejtori: Drejtoria e Antiterrorit dhe Drejtoria e Krimit të Organizuar. Këto dy nëndrejtori do të kenë ambiente të veçanta dhe njësia do të shpërndahet në 12 qarqe.

Organika

Njesia do të hetojë çdo krim të parashikuar në kodin penal, nga vjedhja me armë, tek droga, grupi i strukturuar kriminal, vrasja, fallsifikimet, plagosja, rrëmbimi, prostitucioni, korrupsioni i çdo zyrtari publik. Ajo do të hetojë edhe individët përfitues të buxhetit të shtetit, koncesione, PPP, subvencione, etj.

Struktura do të ketë të drejtën të kufizojë lirinë e individit brenda një territori të caktuar. Ky urdhër do të vlerësohet nga prokuroria dhe jo nga gjykata, duke shmangur kështu gjykatën.

Policia do të ketë të drejtën të urdhërojë marrjen e pasaportës dhe çdo mjeti tjetër të udhëtimit, duke shmangur sërish gjykatën dhe prokurorinë që kanë qenë organet që merrnin vendimet për këtë çështje. Ky urdhër i komunikohet prokurorit, i cili e dërgon në gjykatë brenda 48 orëve.

Njësia dhe BKH kanë të drejtë të nisin hetim pasuror për individët që dyshojnë se niveli i jetesës nuk mbulohet nga të ardhurat e deklaruara, ku nuk do të përjashtohen nga hetimi, thanë burime për Dosja.al as personazhet e krimit dhe të dashurat e tyre. Pjesë e hetimit do të jenë bashkëshorti, fëmijët, bashkëjetuesi mbi 5 vjet, si dhe të gjithë personat e tjerë që kanë lidhje pasurie.

Policia do të marrë informacion nga çdo institucion publik ose privat; do të marrë akses në kompanitë telefonike (përgjim), në kompanitë e internetit për zbulimin e përdoruesit të internetit, në regjistra elektronike të subjekte private dhe shtetërore. Të gjitha këto do të bëhen pa miratimin e prokurorit apo gjykatës. Çdo përgjim në vende publike, gjetja e individit përmes pajisjeve të veçanta, kontroll fizik i personave, kontrolli i vendeve publike, ose subjekteve shtetërore, vëzhgime sekrete të personave në vende të ndryshme do të kryhet vetem me miratimin e policisë vendore ose me nismën vetjake të oficerit të policisë, me gradën nënkomisar e lart.

Policia mund të marrë çdo informacion privat si llogari bankare, gjendje civile, prona, aksione biznesi, çdo gjë e dhënë tjetër nga subjekte private ose shtetërore, pa leje të prokurorit apo gjykatës.

Policia mund të sekuestrojë provat e mbledhura në varësi të urdhërit të Prokurorit. Provat e mbledhura prej tyre do të përdoren sipas vlerësimit të prokurorit.
