“Ky vendim është marrë në kuadër të përpjekje për një mbështetje më të madhe nga ana e qeverisë për Shkodrën në tërësi dhe sidomos për mbështetjen e masave për tejkalimin e gjendje së krijuar nga COVID-19. Nëse kemi shprehur rezerva, kjo nuk do të thotë që vërejtjes i janë adresuar vetëm Bashkisë. Për mënyrën se si kanë funksionuar dhe mos funksionuar gjërat në Shkodër kanë ndikimin e tyre edhe drejtues të degëve territoriale në qark si dhe prefekt i qarku.
Për fat të keq gjatë kësaj periudhë është vërejtur një burokraci e papranueshme, një mungesë përgjegjësie. Situata të tilla kërkojnë inciativë dhe vendim marrje. Hezitimi për të vepruar dhe vendosur shkakton mosveprim me pasoja. Mungesa e vendimmarrjes është arsyeja kryesore e vendimit për lirimin nga detyra të prefektit. Qeveria ka vendosur të ngarkojë me detyrën e koordinimit në qark zv. ministrin e Brendshëm, Besfort Lamallari.
Lamallari do të ketë bashkëpunim me kryetarët e Bashkive. Komandimi i një zv.ministri në këtë funksion është shprehje e rëndësishëm që qeveria i kushton gjendjes në qarkun e Shkodrës. Do të ketë në dispozicion jo vetëm rolin e prefektit. Kam besim se drejtuesit e bashkive të qarkut do ta vlerësojnë këtë gjë si një shenjë e një vlerësimi të qartë. Dua t’ju kërkoj drejtuesit e Bashkive në qarkun e Shkodrës” tha Lleshaj.
