 Zhulien Varfaj, “krahu i djathë” i ish-kryebashkiakut Vangjush Dako që aktualisht ka në dorë drejtimin e Bashkisë së Durrësit nuk duhet të ishte fare në atë pozicion. Dosja.al ka siguruar raportin mjekësor me të cilin është pajisur Varfaj dhe sipas të cilit, ai nuk duhet të paraqitet në punë deri më datën shtatë dhjetor të këtij viti.

Raporti citon mjaft qartë që Zhuljen Varfaj nuk është në gjendje të punojë për 18 ditë, që nga data ku është marrë raporti (19 nëntor 2019), për shkak të gjendjes së tij të rëndë shëndetësore.

Pavarësisht se ishte i sëmurë, Varfajt i ka kaluar automatikisht detyra pas dorëheqjes së Sakos sipas pikës 5 të nenit 61, dhe ai nuk e ka refuzuar këtë gjë.

“Me përfundimin para kohe të mandatit të kryetarit të bashkisë, sipas këtij neni, deri në zgjedhjen e kryetarit të ri, funksionet e tij i kryen zëvendëskryetari i bashkisë. Në rastet kur ka më shumë se një zëvendëskryetar bashkie, këshilli përkatës, me shumicën e votave të numrit të përgjithshëm të anëtarëve të tij, cakton një nga zëvendëskryetarët të kryejë funksionet e kryetarit deri në zgjedhjen e kryetarit të ri,”- thuhet në nenin përkatës.

Por kush është Zhuljen Varfaj

Varfaj është një nga personat më të besuar të Vangjush Dakos, i cili e ka mbajtur pranë përgjatë 12 viteve që ka qeverisur Durrësin. Zhulien Varfaj nuk është një emër i panjohur për durrsakët dhe për mediat gjithashtu. Deri më tani, Zhulien Varfaj ka disa akuza që i rëndojnë mbi supe për të cilat ende nuk është marrë një vendim.

Në janar të këtij viti emisioni “Stop” trajtoi rastin e tenderit të autobusëve në bashkinë e Durrësit, ku pretendohej se Bashkia kishte skualifikuar pa të drejtë kompaninë “Vata trans”. Anëtar i Komisionit Vlerësues ka qënë edhe Nënkryetari i Bashkisë, Zhulien Varfaj. Në 2013, shoferi i tij, Ëngjëll Taulla merrte nga 500 mijë lekë, duke përdorur emrin e nënkryetarit dhe mashtronte qytetarët se do t’i ndihmonte ata në zgjidhjen e problemit të strehimit.

Ish-kryebashkiakja e Durrësit Valbona Sako dha dorëheqjen nga posti i saj pas gafave të bëra në dy deklarata që dha publikisht. Pak pas saj, në mbledhjen e Këshillit Bashkiak dorëheqjen e dha edhe nënkryetarja Etleva Kondi.
