Mbarojnë lëvdatat, Rama përballet me kritikën e mediave Italiane për masat ndaj pandemisë

Shqipëria pritet të bëjë ndryshime në Kodin Penal të Shqipërisë për sa i përket masave të marra për frenimin e përhapjes së koronavirusit në vend.

Media italiane “Euronews Italia” i ka dedikuar një artikull këtyre ndryshimeve që ku parashikohet dënimi deri në 15 vite burg për të gjithë ata që nuk i binden rregullave të karantinës.

Në artikull përmenden edhe debatet lidhur me operacionin anti-KÇK dhe paketa ‘Anit-shpifje’, ët dyja gjithashtu shumë të kritikuara si dhe disa oponenca nga shoqatq të ndryshme që reaguan direkt pas lajmit të qeverisë për këto ndryshime.

PJESË NGA ARTIKULLI:

“Kryeministri shqiptar Edi Rama dëshiron të fusë 15 vjet në burg qytetarë që nuk i binden karantinës. Një projektligj i kritikuar nga organizatat që luftojnë për respektimin e të drejtave të njeriut në vend.

“Ne do të miratojmë masat e kodit penal për periudhën e emergjencës së pandemisë së koronavirusit javën e ardhshme në parlament”, ka shkruar Kryeministri shqiptar Edi Rama në Facebook.

Pas një muaji pushim deputetët do të kthehen në Kuvend më 16 prill për të kaluar aktet e qeverisë, përfshirë ndryshimet e shumëdiskutuara në Kodin Penal. Propozimi i Partisë Socialiste, drejtuesi i të cilës është Rama, është që të dënohen deri në 15 vitë burg të gjithë ata që nuk respektojnë masat e vendosura nga qeveria për të parandaluar përhapjen e koronavirusit në vend. Masat që pritet të merren janë të ekzagjeruara dhe jorealiste, sipas shoqërisë civile dhe shoqatave shqiptare për mbrojtjen e të drejtave themelore përfshirë Komitetin e Helsinkit. Në një letër të shkruar nga 31 organizata lokale, thuhet se “dënimet e propozuara janë joproporcionale dhe shkelin parimet e të drejtave të njeriut, në bazë të kodit penal që është në fuqi”. Ndërsa Rama u përgjigj në Tëitter se është i hapur për ndryshime por jo për tërheqjen e nismës së ndryshimeve. Ai favorizohet pasi ka partia e tij ka shumicën në Kuvend.

Shqipëria ka qenë në gjendje të jashtëzakonshme që nga tërmeti i 26 nëntorit të vitit të kaluar, kur qeveria prezantoi masa të jashtëzakonshme. Ndër propozimet më të kritikuara ishte edhe operacioni i OFL-së, që i jepte mundësinë policisë që të kryente operacione pa një udhër nga Gjykata por nuk mbetet pas edhe paketa për Mediat, e cila po studiohet nga Këshilli i Europës.

“E ashtuquajtura ‘paketë anti-shpifje’ prezanton masa kufizuese të lirisë së informacionit në Shqipëri, përmes miratimit të një regjistrimi të detyrueshëm të mediave online dhe kalimit të kompetencave tek organeve administrative, duke iu dhënë më shumë fuqi,”-shprehet studiuesja Gentiola Madhi.

Masa, e prezantuar për të luftuar dezinformimin, krijon një “Komision Ankesash”, brenda Autoritetit të Mediave, duke i dhënë fuqi kësaj të fundit që të analizojë përmbajtjen e mediave në internet dhe për t’i gjobitur në rast se refuzohet heqja e përmbajtjes.

Edhe fqinjët e Malit të Zi ndëshkojnë shtetasit e tyre që shkelin karantinë deri në 12 vite burh. Vetë qeveria malazeze ka publikuar një listë të njerëzve që nuk kanë respektuar urdhrat e autoriteteve, pavarësisht kritikave nga opozita dhe shoqëria civile për shkeljen e anonimatit”
