Pas tri dekadash me rreth 700 760 mijë vota partia e vetme në qeveri, PS, drejton 90% të të gjithë pushtetit politik në vend, pra rënia e numrit të votave për partinë fituese ka sjellë rritje galoponte të pushtetit të saj qendror e lokal, një deformim thelbësor nga parimi i ushtrimit të sovranitetit dhe i qeverisjes në nenin 1 të Kushtetutës së Shqipërisë.

Kushtetuta e Shqipërisë (neni 1) përcakton se “qeverisja bazohet në një sistem zgjedhjesh të lira, të barabarta, të përgjithshme e periodike” dhe “sovraniteti në Republikën e Shqipërisë i përket popullit. Populli e ushtron sovranitetin nëpërmjet përfaqësuesve të tij ose drejtpërsëdrejti”

Bazuar në këto parime në Shqipëri prej vitit 1991 vijojnë të zhvillohen zgjedhje periodike parlamentare dhe lokale. Në total kemi pasur 9 zgjedhje parlamentare, 8 zgjedhje lokale dhe tri referendume. Prej vitit 1998 zgjedhjet alternohen kryesisht çdo dy vjet midis zgjedhjeve lokale e parlamentare.

Me gjithë numrin e madh të proceseve zgjedhore koncepti i përfaqësimit, i ushtrimit të sovranitetit dhe i qeverisjes sipas Kushtetutës ka qenë e mbetet i brishtë, i kontestueshëm dhe në përgjithësi në deformim me frymën kushtetuese, sipas ISP (Instituti i Studimeve Politike)

Tabela bashkëngjitur ilustron pushtetin që ka ushtruar një parti politike në Shqipëri midis 1991 2020 duke kalkuluar përqindjen e pushtetit të një partie në parlament dhe njëherësh edhe në qeverisjen vendore. Bashkimi i dy niveleve të përfaqësimit sjell të dhënat e tabelës, të cilat janë dukshëm në kontrast të thellë me përqindjen e votave të fituara nga partitë politike që kanë qeverisur Shqipërinë.

Për shembull, me rreth 1.2 milion vota PPSH më 1991 drejtoi 82% të të gjithë pushtetit përfaqësues në vend, po me kaq vota PD drejtoi më 1992 vetëm 54% të pushtetit politik në vend, për shkak se zgjedhjet lokale 1992 krijuan balancë në përfaqësim.

Më 1996 PD ushtroi 70% të pushtetit për shkak të kontrollit absolut parlamentar dhe ndarjes së pushtetit lokal pas tetorit 1996. Pas tri dekadash me rreth 700m 760 mijë vota partia e vetme në qeveri, PS, drejton 90% të të gjithë pushtetit politik në vend, pra rënia e numrit të votave për partinë fituese ka sjellë rritje galoponte të pushtetit të saj qendror e lokal, një deformim thelbësor nga parimi i ushtrimit të sovranitetit dhe i qeverisjes në nenin 1 të Kushtetutës së Shqipërisë.
