Skandali me Milot-Balldren/ Pasi qeveria e dha me koncesion, BE tërhoqi fondin mijëra euro

Me datën 7 nëntor të vitit 2018 në një mbledhje ku po diskutohej korniza e investimeve në Ballkanin Perëndimor të administruara nga WBIF (The Western Balkans Investment Framework) vendos që Shqipërisë ti kërkohej të kthente 350 mijë euro që i kishte marrë për studimin e fisibilitetit për By-pasin e Lezhës (Milot-Balldren) për shkak se qeveria shqiptare kishte vendosur dhënien e tij me koncesion të tipit PPP.

Projekti PPP ishte iniciuar pas një propozimi të pakërkuara të kompanisë shqiptare A.N.K dhe në tetor 2018 kompania A.N.K fitoi procedurën konkurruese për dhënien me koncesion/PPP të ndërtimit dhe mirëmbajtjes së rrugës Milot –Balldre, me vlerë ndërtimi dhe mirëmbajtje gjithsej 161.5 milionë euro. Pas një rinegocimi pa garë të interesave , vlera e kontratës u rrit në 213 mln euro pa TVSH, ose 256 mln euro me TVSH.

Në nëntor të vitit 2018, pak pas fitimit të tenderit nga Kompania ANK, WBIF anuloi projektin për studimin e fisibilitetit të bypass-it të Lezhës. Sipas minutave të zbardhura të takimit, përfaqësuesja e Bankës Europiane për Rindërtim dhe Zhvillim-BERZH (Zsuzsanna Hargitai) konfirmoi se një PPP (propozim i pakërkuar) ishte pranuar nga qeveria shqiptare dhe si rrjedhojë granti do të anulohej dhe fondet duhet të riktheheshin (rreth € 351,750).

Baypasi i Lezhës ose ndryshe aksi Milot-Balldren është pjesë e Autostradës Adriatiko -Joniane, projekt i cili është përzgjedhur për financim nga Nisma e Berlinit për shkak se, lidh Ballkanin Perëndimor me Korridoret Europiane. Donatorët kishin nisur të financonin studimet, por qeveria shqiptare kishte planifikuar ta ndërtonte këtë segment me PPP kundrejt një çmimi shumë të lartë.

Milot-Balldren, studimi i fisibilitetit nxjerr koston 177 mln euro, koncesioni 256-300 mln euro

Sipas kontratës koncesionare, së miratuar tashmë në Kuvend, kosto e projektit të rrugës Milot – Balldren, me gjatësi totale 17.2 km, është 213.6 milionë euro, plus TVSH-në, ose 256 milionë euro përfshirë TVSH-në.

Ndërsa në studimin e fizibilitetit, dokumenti zyrtar që ka Ministria e infrastrukturës për autostradën Adriatiko – Joniane, Balldren-Milot e përllogarit me një kosto 141 milionë euro (pa TVSH) ose 177 mln euro me TVSH, të cilat vlejnë për ndërtimin e 17 kilometrave autostradë, ndër të cilat do të ndërtohet edhe një Tunel. Megjithëse edhe ky segment, si 13 të tjerët e autostradës, është pjesë e zgjerimit të korridoreve europiane dhe për rrjedhojë do të financohet nga BE, qeveria shqiptare e ka dhënë me koncesion.

Por, qeveria, në kuadrin e saj afatmesëm, është e përgatitur të paguajë deri në 36.5 miliardë lekë për këtë koncesion, sipas tabelave të brendshme të hartuara nga Ministria e Financave për llogari të institucioneve ndërkombëtare dhe të siguruara nga “Monitor”

Pra shuma maksimale që qeveria parashikon të paguajë nga buxheti i saj është dhe 5.3 miliardë lekë, ose gati 44 milionë euro më shumë (e llogaritur me kursin aktual 1 euro = 122 lekë), sesa ajo e miratuar në kontratën nga Kuvendi, duke e çuar koston në total në 17 milionë euro për kilometër.

Kontrata është miratuar në Kuvendin Shqiptar në korrik 2019, por nuk ka filluar ende zbatimi, pasi kompania fituese ka hasur vështirësi në sigurimin e kredisë nga bankat.

BERZH kritika të ashpra për Milot-Balldren dhe PPP

Banka Europiane për Rindërtim dhe Zhvillim (BERZH) në raportin e fundit të Tranzicionit 2019-2020 është treguar e ashpër ndaj projekteve me partneritet publik privat (PPP) që ka ndërmarrë gjerësisht qeveria shqiptare. Banka ka paralajmëruar se këto projekte mund të kenë kosto sociale, ekspozojnë qeverinë ndaj rreziqeve dhe për më tepër u janë dhënë pa konkurrencë firmave që kanë kapacitete të ulëta financiare, në raport me madhësinë e projektit.

“PPP e mëdha të diskutueshme vazhdojnë të jepen, veçanërisht në sektorin rrugor (për shembull seksionet Milot-Balldren dhe Orikum-Llogara) pa një nivel të mjaftueshëm të analizës kosto-përfitim dhe konkurrencë në procesin e tenderit. Kjo rrit koston e mundshme sociale dhe e ekspozon qeverinë ndaj rreziqeve të zbatimit, duke pasur parasysh gjithashtu mungesën e përgjithshme të të dhënave dhe situatën financiare të ofertuesve të zgjedhur, në raport me shkallën e projekteve të tenderuara” tha BERZH.

Sipas Bankës, qeveria duhet të përqendrohet në përmirësimin e standardeve të qeverisjes fiskale dhe publike, përmirësimin e sjelljes së partneriteteve publike private (PPP) dhe forcimin e institucioneve dhe sundimit të ligjit.
