Por palët mbeten ende larg arritjes së kompromisit më madh. Një ndër pikat që ka ndarë mazhorancën dhe opozitën jashtëparlamentare lidhet me propozimin e kësaj të fundit për krijimin e një qeverie tranzitore para zgjedhjeve. Në opinionin e Ambasadorit Borchardt, kjo mund të jetë një zgjidhje.

Ndarja e krimit nga politika, pjesë e kalendarit të punës së reformës zgjedhore, sipas Ambasadorit Borchardt mund të arrihet përmes krijimit të një strukture të pavarur për të trajtuar pretendimet pwr presionet mbi administratën dhe abuzimin me burimet publike në procesin zgjedhor.
