Kryetarët e partive të vogla të koalicionit opozitar i kanë rritur kërkesat për ndarjen e deputetëve të koalicionit me PD. Ata kanë bërë një propozim që synon t’u garantojë me ligj dy gjëra: një vend të sigurtë në listën e deputetëve të PD-së dhe maksimalizimin e votave të partive të tyre, në mënyrë që të prodhojnë deputetë për ta dhe jo për PD apo LSI

Partia Republikane, Partia Agrare Ambjentaliste, Partia Demokristiane, Partia Bashkimi për të Drejtat e Njeriut dhe Lëvizja për Zhvillim Kombëtar i kanë paraqitur sot Komisionit të Reformës zgjedhore një draft për ndryshimin e Kodit Zgjedhor, duke pretenduar se kanë miratimin paraprak të kryetarit të PD-së Lulzim Basha për të.

Ndryshimet e propozuara janë:

Lejimi i krijimit të grupimeve politike brenda koalicioneve të mëdha zgjedhore, të cilët të sillen si një minikoalicion zgjedhor brenda koalicionit të madh.

Marrëveshje e koaliconit që përfshin drejtuesit e një partie në listat e PD-së, të përcaktojë edhe vendin e saktë në listën e PD dhe të jetë KQZ që të garantojë respektimin e vendit të dakordësuar.

Firmosje e listave të kandidatëve të secilës parti jo vetëm nga kryetari i partisë përkatëse, por edhe nga të gjithë kryetarët e partive të koalicionit.

Me sistemin e tanishëm partitë e vogla janë në disavantazh në lidhje me partinë më të madhe jodrejtuese të koalicionit, në këtë rast LSI-në. Aktualisht, nëse votat që një parti e vogël fiton në zgjedhje, por që nuk mjaftojnë për t’i dhënë asaj një deputet, ato i kalojnë partisë së parë dhe të dytë më të madhe të koalicionit pra, në këtë rast, PD dhe LSI.

Partitë e vogla duan ti mbajnë votat e tyre për vete duke i numëruar bashkë, gjë që rrit mundësinë që të bëjnë mjaftueshëm vota për të marrë sëbashku një ose më shumë deputetë.

Ato kanë propozuar që brenda koalicionit zgjedhor të mund të krijohen nënkoalicione të quajtura grupime politike që veprojnë njësoj si koalicioni i madh brenda vetë koalicionit të madh.

Për ta ilustruar, nëse partitë e vogla të koalicionit opozitar krijojnë një grupim politik brenda koalicionit të opozitës, atëherë këtij grupimi do t’i numërohen dhe llogariten votat njësoj si LSI dhe PD në lidhje me ndarjen e mandateve. Brenda vetë grupimit, mandati i përfituar do ti jepet partisë më të madhe, e kështu me rradhë, nëse ato fitojnë vota për më shumë se një mandat.

Me këtë rregullim, nëse grupimi politik merr së bashku më shumë vota se LSI, atëherë votat e mbetura, që nuk prodhojnë mandat, mund t’i kalojnë këtij grupimi.

Propozimi i dytë i partive të vogla ka të bëjë me karrierën e drejtuesve të këtyre partive, të cilët kërkojnë që të bëhen deputetë nga lista e PD-së si shpërblim për bashkimin e tyre në koalicion me PD-në.

Duke përfituar nga nevoja jetike e PD-së për të bërë një koalicion sa më të madh zgjedhor—koalicioni zgjedhor që merr më shumë vota në zgjedhje, merr të drejtën të bëjë qeverinë – ata kanë vendosur ta “shesin” veten shtrenjtë duke bërë kusht në marrëveshjen e koalicionit futjen e tyre në listat e PD-së. Për më tepër, ata duan që kjo marrëveshje/premtim paraprak të kthehet në detyrim ligjor për PD, kur të bëjë listat e kandidatëve.

Koalicionet zgjedhore regjistrohen në KQZ disa javë më parë se sa listat e kandidatëve. Për t’i bindur të regjistrohen si koalicion, Basha do të duhet t’u premtojë partive të vogla vende të sigurta në listën e PD-së.

Por pas regjistrimit të koalicioneve në KQZ Basha mund të mos e mbajë premtimin për ti futur drejtuesit e partive të vogla në vende krejtësisht të sigurta në listën e PD. Diçka e tillë ndodhi në vitin 2017, ku disa kandidatë të partive të tjera u vunë në listën e PD-së në vende të diskutueshme ose në kufij të vendeve të menduara të sigurta, por që nuk arritën të fitojnë pasi votat e koalicionit qenë më të pakta nga pritshmëritë.

Këtë herë, drejtuesit e partive të vogla nuk duan të rrezikojnë. Për këtë qëllim ata kanë propozuar që marrëveshja e koalicionit të depozitohet në KQZ dhe si pjesë e saj të jetë përcaktuar vendi në listën e PD-së, që do tu jepet partive të vogla. Respektimi i kësaj marrëveshje duhet të bëhet nga KQZ, e cila nuk duhet ta miratojë listën e PD-së, nëse kandidatët e partive të tjera nuk janë në vendin e caktuar në marrëveshjen e koalicionit.

Sikur të mos mjaftonte kaq, partitë e vogla kanë kërkuar edhe një garanci tjetër: të drejtën që të firmosin edhe ato listën e PD përndryshe KQZ nuk duhet ti pranojë listat, nëse mungon firma e një kryetari.

Nëse drejtuesve të këtyre partive të vogla nuk u pëlqen vendi që PD u ka dhënë në listën e saj, atëhere ata mund të shantazhojnë duke mos e firmosur listën e PD-së.

Sikur këto ndryshime të miratohen, partitë e vogla të koalicionit opozitar do të arrijnë të marrin të paktën 5 6 deputetë nga lista e PD, duke ulur kështu numrin e vendeve të sigurta që i mbeten vetë kandidatëve të PD.

Do të jetë triumf i tyre, pasi vetë nuk do të merrnin asgjë, ndërsa tani garantojnë që të gjithë kryetarët e tyre të jenë deputetë dhe ndoshta edhe ndonjë deputet më shumë.
