Pavarësisht se u reklamua me bujë të madhe nga qeveria dhe Ministria e Arsimit, studentët e Universitetit të Shkodrës nuk kanë përfituar nga përgjysmimi i tarifës së studimit, pavarësisht mesaatres që kanë pasur.
Mund të duket absurde, por sqarimi që japin drejtuesit e Universitetit është se ka ndodhur një keqinterpretim, që do të rëndojë edhe më shumë xhepat e studentëve të Shkodrës. Pedagogu Peter Saraçi ka qenë i pari, i cili që në Janar ka dërguar shkresa bordit administrativ dhe senatit duke kërkuar rishikimin e procedurës.
“Kishte një vendim të Këshillit të Ministrave që i përgjysmonte tarifat studentëve që kishin mesataren mbi 6. Unë i kam kërkuar Bordit Administrativ që të pezullohej pagesa, derisa të kishte një saktësim të kësaj çështje. Nga data 8 Shkurt, studentët tashmë kanë paguar tarifat e plota.Nuk mund të penalizohen studentët se kanë pasur provime të mbartuara sa kohë që për të kaluar vitin atyre iu duhet një numër i caktuar kreditesh. Në të gjitha universitetet e tjera, është bërë një rienterpretim i VKM-së.Ministria e Arsimit i është përgjigjur bordit të administrimit, dhe problem është bërë senati i Universitetit. Ne nuk kemi të drejtë që të riinterpretojmë vendimet e Këshillit të Ministrave, ne duhet vetëm ti zbatojmë ato” u shpreh Saraçi.
Lidhur me këtë ka folur për gazetaren e Fax Neës Emi Kalaja dhe zv. rektori i Universitetit të Shkodrës, Gëzim Dibra, i cili ka hedhur fajin në drejtim të ministrisë që sipas tij e interpretoi me vonesë Vendimin e Këshillit të Ministrave.
Dibra nga ana tjetër e anashkaloi pyetjen e gazetares nëse do ‘tiu kthehen paratë mbrapsht studentëve, të cilat iu janë marrë në shkelje me ligjin. Pavarësisht se ministria është shprehur se do të përgjysmohen tarifat dhe për studentët që kanë marrë kreditet, edhe pse kanë lëndë të mbartura numri 2 i Universitetit të Shkodrës e gjen me vend të japë dhe një koment personal.
Sipas tij nuk është e drejtë që studentëve që kanë lëndë të mbartura tiu përgjysmohet tarifa, pasi në këtë rast nuk do kishte stimul që ata të mësonin.
“Ne e kemi trajtuar me senatin akademik këtë çështje, derisa ministria interpretoi për herë të dytë vendimin e saj. Nëqoftë se janë paguar tarifat këto janë mangësi të vendimit të ministrisë, tani për mendimin tim nuk është e drejtë që një student që është përsëritës ti përgjysmohet tarifa, se mungon stimuli në këtë mënyrë. Gjithmonë ky është mendimi im, ky student duhet të marrë gjysmën e tarifës, se në këtë mënyrë i bie të jenë të gjithë studentët në listë” tha Dibra.
