Astrit Kalaja ka kaluar vettingun në shkallën e parë të hetimit ndërsa mësohet se ky vendim është ankimuar dhe për pasojë do të apelojhet nga Kolegji i Posaçëm i Apelimit.

Subjekti i rivlerësimit, Kalaja, ushtron detyrën e gjyqtarit pranë Gjykatës së Apelit Shkodër dhe, në zbatim të pikës 3 të nenit 179/b, të Kushtetutës së Republikës së Shqipërisë, i është nënshtruar procesit të rivlerësimit.

Kalaja ka përfshirë kontrollin dhe rivlerësimin e të tria kritereve, atë të pasurisë, figurës dhe aftësive profesionale.

Shumica e trupit gjykues të Komisionit të Pavarurur të Kualifikimit, ka konkluduar se subjekti i rivlerësimit ka arritur një nivel të besueshëm të vlerësimit të pasurisë, një nivel të besueshëm të kontrollit të figurës, si dhe një nivel kualifikues në vlerësimin e aftësive profesionale e, për këto arsye, ka vendosur konfirmimin në detyrë të subjektit të rivlerësimit, Astrit Kalasë.

“Nisur nga parashikimi i nenit 179/b/5 të Kushtetutës, aneksit të Kushtetutës, konsiderojmë se ndryshe nga sa ka disponuar Komisioni i Pavarur i Kualifikimit, referuar gjendjes së fakteve dhe provave në rastin konkret, Komisioneri Publik ndan gjykim të kundërt, pasi vlerëson se subjekti i rivlerësimit nuk arrin nivel të besueshëm për konfirmimin e tij në detyrë” shkruan KPA
